Police Brutality Against Black Americans, is There „More“ Behind it than „Only“ the Inherent Racism?

Without doubt police brutality in the US is wide spread and does affect US Americans of all ethnic groups, but in the most spectacular way Black Americans are affected. Surely it is based for one on widerspread racist emotions and for the other also on poor training of Police people (to my knowledge in parts of the US for only three menth). But after a broad discussion in society during the last year which must have affected also the local authorities (and must have make them preaching caution to their police members) the recent cases show some elements of systematic provocation. It could have been that a Black Veteran gone crazy and did the Dallas shooting of police men without „guidance“ (as difficult as this is for me to believe since studying the staging of „False Flag“ events by the „Deep State“). But another suspicion comes to my mind.
